Job Summary
This role is responsible for leading end-to-end talent acquisition activities to support the setup and ramp-up of a greenfield manufacturing site. The position will play a critical role in workforce planning, mass hiring, employer branding, and establishing recruitment and training frameworks from the ground up.
Key Responsibilities
1. Talent Acquisition & Workforce Planning
- Manage full-cycle recruitment, including sourcing, screening, interviewing, offer management, and onboarding
- Partner with hiring managers to understand manpower plans and hiring needs for factory setup and operations
- Develop and execute mass hiring strategies to meet ramp-up timelines
- Build and maintain talent pipelines for key positions across production, engineering, and support functions
- Ensure a smooth and efficient recruitment process with strong candidate experience
2. Recruitment Operations & Process Setup
- Establish recruitment processes, tools, and policies aligned with company standards
- Monitor recruitment metrics (time-to-fill, cost-per-hire, etc.) and continuously improve effectiveness
- Collaborate with external partners (agencies, job boards, schools, local authorities) to expand sourcing channels
3. Employer Branding & Corporate Culture
- Support the development and promotion of company culture within the new factory
- Organize engagement activities and internal communication initiatives
- Enhance employer branding to attract and retain talent in a competitive labor market
4. Compliance & Reporting
- Ensure recruitment and training activities comply with local labor regulations and company policies
- Prepare regular reports on hiring progress and HR metrics
Requirements
- Associate degree or above in Human Resources, Business Administration, or related fields
- Minimum 3 years of HR experience in manufacturing environments
- At least 5 years of full-cycle recruitment experience, preferably with exposure to mass hiring or greenfield projects
- Strong communication, interpersonal, and stakeholder management skills
- Logical thinking, high level of execution, and ability to work in a fast-paced environment
- Fluent in Chinese (Mandarin) and basic proficiency in English
- Experience in setting up HR processes or participating in factory setup is a strong advantage
